Construction of the Japonica Works is underwritten by a Community Change Grant, an Environmental Protection Agency (EPA)-sponsored initiative. Under the current administration, this funding has faced numerous legal challenges and other obstacles at the federal level, including a freeze on distribution to grant winners, which is currently being resolved in the courts.
